Annual Training Product Development Plan

We listen to feedback from the automotive and mining industries and use insights from our Workforce Plan to develop and improve our training products.

The following Annual Training Product Development Plan outlines the planned Training Product development activities of the Mining and Automotive Skills Alliance (AUSMASA), for the 2023/2024 financial year.

In accordance with the requirements of the Training Package Products Development and Endorsement Process Policy, the plan:

  • Outlines the training products to be developed;

  • Determines the schedule for training product development that complies with the Training Package Prioritisation framework; and

  • Indicates the reasoning for the prioritisation of the work.

Review into VET Training Products with Low and No Enrolments

An initial analysis of enrolments at a qualification level using NCVER data, has identified that across the RII (mining), AUR and AUM training packages, several qualifications have less than 50 enrolments per year nationally. The reasons underpinning low enrolments are not clear from this initial analysis.

Given the current skills shortages across many job roles in the mining and automotive industries, it is vital that the training system is well targeted and fit for purpose in providing training that equips learners with appropriate skills that will support them individually and provide for the needs of industry and the broader economy.

In recognition of the complexity, proliferation and duplication in the VET system, Skills Ministers have committed to reviewing and reforming the VET system. While we await the findings of the Qualification Reform Design Group, we have an opportunity to ensure that the RII (mining), AUR and AUM training packages are well-placed to undergo any reform processes required to support learners to acquire the skills that industry and employers need for the future.

This project will undertake a desktop review of enrolment data to identify training products that have had low or no enrolments over the previous five (5) years. The training products within the scope of work are those within the following Training Packages:

AUR - Automotive Retail, Service and Repair Training Package

AUM – Automotive Manufacturing Training Package

RII – Resources and Infrastructure Training Package (Mining)

Having determined which training products have had low or no enrolments during the period of review, the project would consult with stakeholders to identify the root cause of enrolment numbers and explore options for redressing issues of no or low delivery. Those training products that have indicated low or no enrolments over the previous five (5) years and for which deletion would not adversely impact existing learners or industry will be deleted in accordance with the minor change process outlined in the Training Package Products Development and Endorsement Process Policy (TPPDEPP).

Training Package Review of Superseded Units of Competency

Training provider feedback has revealed that at least one current and recently endorsed qualification in the AUR Training Package lists a superseded unit of competency.

The qualification: AUR32721 Certificate III in Automotive Electric Vehicle Technology, which was endorsed in 2021, lists the unit AURETR028 Diagnose and repair instruments and warning systems under Group C - General Electives. This unit however was superseded in 2020 by the equivalent unit AURETR128 Diagnose and repair instruments and warning systems.

It is likely that listing the superseded unit was an oversight at the time the qualification was endorsed. Whilst ASQA has issued guidance to training providers about the delivery of superseded units of competency, it is incumbent upon the relevant Jobs and Skills Council to undertake the work of updating qualifications to replace superseded units of competency with their current equivalent units of competency. This will assist in ensuring training products are fit for purpose and responsive to industry needs.

The example provided here is one that has been brought to AUSMASA’s attention. It is unclear however to what extent qualifications across the AUR, AUM and RII (mining) Training Packages contain similar examples of superseded units of competency being listed in qualifications.

Descriptor

This project seeks to undertake a desktop review and audit of all qualifications across the AUM, AUR and RII (mining) Training Packages to identify the extent to which superseded units of competency are listed in current qualifications and skill sets.

Having determined the extent of qualifications listing outdated units of competency, the project would embark on a period of consultation with stakeholders to propose updating those qualifications with the relevant current unit of competency in place of the superseded units.
