All Training Package Organising Framework (TPOF) projects we undertake follow the national process for developing, assuring and endorsing training package products.
The 7 TPOF steps guide each stage of development from planning and consultation to assurance and endorsement. They ensure outcomes meet the needs of industry, employers and learners.

Key stages of the work
Step 1
- Announce the start of training product development.
- Create a consultation strategy to engage relevant stakeholders.
- Form a Technical Committee (TC) that includes experts, state representatives, unions, employers and RTOs.
- Review and confirm the TC Terms of Reference.
- Share the consultation strategy and committee details with relevant bodies.
- Draft training products that meet Training Package Operations Framework (TPOF) requirements.
- Classify proposed changes as major or minor to determine the level of consultation and endorsement required.
Step 2
- Release draft training products for public and government consultation.
- Provide a summary of changes and make draft materials such as mapping information and implementation guides available.
- Allow a minimum 4-week consultation period for stakeholders to review and provide feedback.
- Engage with industry forums, employers and government bodies during consultation.
- For urgent projects, shorten consultation timeframes with approval from the Skills Ministers.
- Maintain a consultation log that records:
- Dates and communication methods.
- Issues raised and responses provided.
- Any resulting changes.
- Publish the consultation log on the website to ensure transparency.
Step 3
- Review all feedback and determine whether revisions are required
- Conduct additional consultations if significant changes are made to reach a broad agreement
- Document reasons when feedback is not incorporated into the final draft
- Work to resolve any stakeholder disagreements before submitting to the Assurance Body
- If conflicts remain unresolved, begin a formal Alternative Dispute Resolution (ADR) process to reach a resolution.
Step 4
- Seek feedback from Senior Responsible Officers (SROs) across Commonwealth, state and territory governments
- Allow at least 2 weeks for government input
- Address any significant implementation issues identified before submission to the Assurance Body
- Record all feedback and responses in the consultation log, including:
- Feedback from both public and government consultations
- Evidence of consultation with RTOs, government representatives and education experts
- Outcomes of any dispute resolution processes
- Document:
- Changes made in response to feedback
- Justifications for feedback not incorporated
- Implementation issues resolved during development
- Ensure the log shows how feedback was incorporated into the draft training product.
Steps 5–7
- Prepare the final submission, including all required documentation
- Submit the final package to the Assurance Body for assessment against policy requirements
- The Assurance Body checks compliance with Training Package Quality Principles (TPOF) and confirms that:
- The development process is complete
- All feedback has been addressed
- If the submission does not meet standards, the Assurance Body provides feedback and allows resubmission with necessary changes
- Once approved, the Assurance Body notifies relevant parties and provides an evaluation report
- Submit the approved training product to the Skills Ministers for out-of-session endorsement, with a 15-day response period
- Higher-risk products may be reviewed at the next scheduled meeting
- If endorsement is not granted, AUSMASA must:
- Take remedial action based on feedback
- Conduct further consultation if required
- Make necessary amendments and resubmit for review
- The Skills Ministers may set endorsement conditions or apply a time-limited endorsement for monitoring
- Once endorsed, publish:
- The training product on the National Register of VET within 10 business days
- The final submission on the AUSMASA website to ensure transparency and accessibility.
Implementation and Promotion
- Monitor uptake of training products nationally
- Promote the use of training products.
