Stage 1 has commenced and is due for completion in February 2027.
This project will undertake broad consultation with major stakeholders. This will ensure outcomes meet the needs of industry, employers and learners.

Stage 1
Research and consultation
Stage 1 reviews how Recognition of Prior Learning currently works across the RII, AUR and AUM training packages, with a focus on uptake, effectiveness, quality and satisfaction. It combines a review of existing RPL tools and resources, with particular attention to those most effective in the mining and automotive sectors, with stakeholder consultation through roundtables and targeted interviews.
Consultation includes RTOs, industry representatives from the resources, infrastructure and automotive sectors, and candidates. This stage identifies the barriers facing candidates and training organisations, uncovers RPL opportunities and issues unique to these sectors, and selects up to three training products to serve as exemplar materials. Registered training organisations for the pilot are also identified during this stage.
Stage 2
Development and pilot
Findings from Stage 1 shape the RPL framework, developed with industry through a co-design approach as a practical, standardised toolkit designed for use across any of the three training packages. The suite of resources is anticipated to include a Candidate guide that sets clear expectations, eases the evidentiary burden and supports the critical first conversation with prospective candidates, and an RTO and Assessor guide covering the formative conversation, evidence evaluation, gap analysis, step-by-step workflow, templates and quality assurance checkpoints. Resources may include worked examples and case studies specific to a range of mining and automotive occupations across up to three training products.
The framework will then be piloted with RTO partners with the capability and capacity to implement RPL within their existing delivery operations. The resources will be validated with those partners, refined based on their feedback, and prepared for broader release.
