Step 1 has commenced and is due for completion in February 2026.

Key steps

Step 1

  • Announce the start of training product development.
  • Create a consultation strategy to engage relevant stakeholders.
  • Form a Technical Committee (TC) that includes educational experts, state and territory representatives, unions, industry and RTOs.
  • Share the consultation strategy and committee details with relevant bodies.
  • Consult nationally to develop training products that meet Training Package Organising Framework (TPOF) requirements.

Step 2

  • Release draft training products for public and government consultation.
  • Allow a minimum four-week consultation period for stakeholders to review and provide feedback.
  • Promote opportunities for industry, government bodies and other relevant stakeholders to provide feedback during consultation.
  • Maintain and publish a consultation log on our website for transparency.

Step 3

  • Review all feedback and determine whether revisions are required.
  • Conduct additional consultations to reach broad agreement.
  • Record all stakeholder feedback and responses in the submission to the Assurance Body.

Step 4

  • Seek feedback from Senior Responsible Officers (SROs) across Commonwealth, state and territory governments (minimum 2 weeks).
  • Record all feedback, responses and resolutions in the consultation log.

Steps 5–7

  • Prepare the final submission and submit to the Assurance Body.
  • The Assurance Body checks compliance with Training Package Quality Principles (TPOF).
  • Submit the approved training product to the Skills Ministers for endorsement.
  • Once endorsed, publish:
    • The training product on the National Register of VET.
    • The final submission on the AUSMASA website to ensure transparency and accessibility.

Implementation & Promotion

  • Monitor uptake of training products nationally.
  • Promote the use of training products.
