Review of training packages for superseded units of competency

On 3 March 2026, Skills Ministers endorsed updates to selected superseded units of competency across three national training packages:

• AUM Automotive Manufacturing Training Package
• AUR Automotive Retail, Service and Repair Training Package
• RII Resources and Infrastructure Industry Training Package.

The endorsed changes were published on the National Training Register on 17 March 2026.

Project overview

This project replaced superseded units of competency with current endorsed units within the core and elective banks of qualifications (including specialisations) and skill sets across the three training packages. These changes are reflected in the summary table provided below.

The updates ensure that qualifications and skill sets:

• reflect current industry practice
• align with regulatory and workplace requirements
• provide learners and employers with contemporary, relevant training options.

Quality assurance and governance

Prior to endorsement, all updated training products undertook a thorough quality assurance check including:

• An anti-discrimination assessment to ensure that consultation processes were inclusive and that revised training products do not unintentionally disadvantage any learner group
• Consideration and support for implementation provided by Senior Responsible Officers (SROs) Reviewed by the Training Package Assurance Body. 

Project scope

The review examined the extent to which superseded units remained embedded in current training products and determined appropriate updates.

Key parameters included:

• broad stakeholder engagement across AUM, AUR and RII (Mining) sectors
• clear scope boundaries within the RII Training Package, with work limited to mining-related products under AUSMASA’s remit
• exclusion of training products already included in active projects, as these are being assessed separately.

AUR Automotive Retail, Service and Repair

• 30 qualifications updated
• 14 skill sets updated

AUM Automotive Manufacturing

• 2 qualifications updated

RII Resources and Infrastructure (Mining)

• 30 qualifications updated

Consultation

Extensive public and government consultation informed the review process. Feedback was sought from major stakeholders, including employers, unions, Registered Training Organisations (RTOs), peak industry bodies, regulators, and government stakeholders.

All feedback was recorded in a detailed Consultation Log, including stakeholder comments, key themes, and how issues were addressed. The consultation log has been made available for download on this page.

Transition arrangements

When a training product has been superseded, removed or deleted from the National Register, there are specific timelines that RTOs must follow to transition from the superseded (replaced) training product to the current training product. The allowable transition period differs depending on the type of training product and the type of change that is being made.
