Review into VET training products with low or no enrolments
Outcome of the review
The project responds to the Ministers' priority to remove training products not implemented within the past three years.¹ AUSMASA analysed enrolment data over a five-year period to review trends over a longer period.
Following stakeholder consultation, the identified training products with low or no enrolments were deleted from the national training system.
The RII Resources and Infrastructure Industry (Mining) training package is a shared training package with Build Skills Australia. AUSMASA consulted with
Build Skills Australia prior to the deletion of the RII training products listed below.
These training products were deleted from the National Register of VET (training.gov.au) on Tuesday 17 March 2026.
*Low enrolments were defined as 50 or fewer enrolments in any year over the 5-year period.
Key stages of work
Stage 1 included:
- Project plan
- Developed consultation strategy
- Performed initial data analysis
February 2024 to June 2024
Stage 2 included:
- Updated with 2023 enrolment data and renewed data analysis
- Public and government consultation
- Produced and submited the draft report and options paper to DEWR
November 2024 to April 2025
Stage 3 included:
- Actioning any deletions on the National Training Register of training products with low or no enrolments
May 2025 to June 2025
Consultation approach
We gathered feedback from stakeholders including industry, registered training organisations (RTOs), unions, peak bodies and associations, government departments, training authorities, assurance bodies and other Jobs and Skills Councils.
The consultation will explored the:
- outcomes of the low or no enrolments analysis and initial consultation
- suitability of existing training products to meet the needs of industry and registered training organisations (RTOs)
- reasons for low or no enrolments in AUM, AUR and RII (Mining) training products
- potential impacts on current learners if these products were removed from the National Training Register
- factors that may impact the ability of an RTO to offer these products
- intention of RTOs to add these products to scope.
Survey approach
We conducted surveys on the RII Resource and Infrastructure Industry training package (mining) products with low or no enrolments which explored:
- suitability of existing training products to meet the needs of industry and registered training organisations (RTOs)
- reasons for low or no enrolments in RII (Mining) training products
- potential impacts on current learners if these products were removed from the National Training Register
- factors that may impact the ability of an RTO to offer these products
- intention of RTOs to add these products to scope.
Feedback was used in the final report and options paper submitted to DEWR.
