Conducting a comprehensive workforce functional analysis of the MCG technician occupation.

This project establishes the evidence base that will underpin a Machine Control Guidance (MCG) training product project. The project will:
  • Conduct a comprehensive workforce functional analysis of the MCG technician occupation across construction, mining, agriculture, and road transport sectors. Including:
    • Define and document the work functions, tasks, and required competencies of the MCG technician role, including installation, calibration, diagnostics, maintenance, safety, and data/digital literacy requirements.
    • Confirm the definition of Machine Control Guidance for the purposes of training product development: machine guidance and control systems (not light vehicles), including remote control of machinery and equipment, remote drilling, and autonomous heavy machinery.
    • Determine the appropriate AQF level (Certificate III or Certificate IV) and qualification structure, taking into account both new entrant pathways and advanced training options for existing technicians.
    • Confirm the mandatory site entry requirement, that technicians working on current industry sites must hold a qualification or certificate of proficiency, and determine how this should be reflected in product design.
  • Determine the best workable product option – a standalone qualification, skill set, or a combination of both, informed by the principle that industry is seeking base-level qualifications with stackable skill sets.
  • Identify whether specific units of competency would create cross-JSC opportunity (e.g. CPP surveying, ICT networking, UEE energy sector, AUR vehicle electronics and electro-hydraulics) and engage relevant JSCs accordingly.

Outcomes

  • The primary outcome of this project is a Workforce Functional Analysis Report that provides a clear, evidence-based foundation for training product development. Specific deliverables include:
  • A documented functional analysis of the MCG technician occupation, validated by industry stakeholders across all relevant sectors.
  • A confirmed definition of MCG for training product purposes.
  • A clear recommendation on the appropriate AQF level, qualification type, and product structure for training product development.
  • Identification of potential cross-JSC units and engagement outcomes with relevant JSCs.
